Assam Budget 2026-27: Rs 4,000 Crore for Brahmaputra Valley Irrigation, Tea Growers Get Fourfold Tax Exemption Boost

Finance Minister Jayanta Malla Baruah presented Assam's Budget for 2026-27 in the state Assembly, pegging aggregate receipts at Rs 2,88,309.45 crore and total expenditure at Rs 2,85,084.45 crore. Agriculture and rural development sit at the core of the government's stated priorities, with Rs 5,421 crore set aside for agriculture and allied activities and Rs 6,190 crore for rural development — two of the largest sectoral allocations in the Budget. Social welfare and nutrition received Rs 11,934 crore, while the health and family welfare sector was allotted Rs 8,998 crore. The scale of these commitments signals that the state is looking to address both farm productivity and rural living standards simultaneously, rather than treating them as competing fiscal demands.

The single largest farm-sector announcement in the Budget is a Rs 4,000 crore package for irrigation infrastructure in the Brahmaputra Valley — Assam's primary agricultural belt. The government says the investment is aimed at expanding irrigation coverage, improving water availability for crops, and reducing the state's heavy dependence on seasonal rainfall.

Why it counts: The Brahmaputra Valley is prone to both floods and dry spells within the same agricultural year, making predictable irrigation critical for yield stability. By directing this quantum of capital towards water management, the Budget is also making an implicit wager on climate resilience — shoring up agricultural output against increasingly erratic weather patterns that have become a recurring concern across the Northeast.

In the most consequential policy change for Assam's tea industry, the Budget proposes raising the agricultural income tax exemption threshold for small tea growers from Rs 2.5 lakh to Rs 10 lakh — a fourfold increase. The move is expected to extend meaningful tax relief to thousands of small-scale cultivators who form the backbone of Assam's tea supply chain but have historically operated with limited margins.

The government also reaffirmed its continuation of welfare programmes for tea tribe communities and plantation workers, with an explicit focus on healthcare, nutrition, and improved living conditions in tea-growing regions. These twin measures — tax relief for growers and welfare support for workers — reflect a broader attempt to address structural vulnerabilities across the plantation economy.

Beyond agriculture, the Budget proposes an Rs 72,000 crore investment in Assam's power sector, spanning thermal, hydropower, solar, and battery energy storage projects. On the energy pricing front, VAT on piped natural gas is proposed to be cut from 14.5% to 5%, a move the government says will reduce household energy costs and support city gas distribution network expansion.

Infrastructure development — roads, bridges, rail, and airports — is flagged as another priority area, alongside the reiterated proposal to develop Dibrugarh as Assam's second capital to improve administrative access in Upper Assam. The education and skills agenda includes continued teacher recruitment and new training programmes in artificial intelligence, visual effects, and foreign languages such as Japanese and Korean, signalling an effort to align the rural workforce with emerging employment opportunities.
