The short answer
Direct-seeded rice now covers roughly 6.7 million hectares of India, or 14.0% of the country's total rice area — but that average hides an enormous state-by-state divide. Kerala (91.5%) and Chhattisgarh (71.6%, the largest single footprint at 2.7 million hectares) lead the country, while major rice-growing states like West Bengal (1.0%), Uttar Pradesh (1.3%) and Bihar (2.0%) have barely begun the shift.
The national picture
6.7 million hectares, unevenly spread
Direct-seeded rice covers approximately 6.7 million hectares across India — 14.0% of the country's total rice-growing area. That figure, compiled from a mix of state government data, expert opinion, and research literature (since only a limited number of states officially report cultivation area by establishment method), masks wide regional variation. The highest concentration sits in central and southern India, while broadcast DSR — sowing seed by hand or machine onto unpuddled soil — remains the most common technique used nationally.
The underlying data also records the specific districts and method — dry (DDSR) or wet (WDSR) — used in each state, from Guntur and Krishna in Andhra Pradesh's DDSR-to-WDSR belt to Bellary and Raichur in Karnataka's mixed DSR zone. That district-level detail matters: it shows adoption decisions are highly localized, shaped by water access and soil type at the district level rather than dictated by state policy alone.
The figures themselves come from four distinct kinds of sources, tagged state by state: official state government data (as in Kerala, Punjab, Tamil Nadu and Telangana), published research articles (Chhattisgarh, Assam, Jharkhand), expert opinion from agricultural collaborators (the majority of states, including Bihar, Odisha, Karnataka and Maharashtra), and in one case — Uttar Pradesh — data sourced from the internet in the absence of either. That mix is itself revealing: the states with the most reliable, government-sourced figures also tend to be the states that have invested the most in DSR extension, while states relying on expert opinion alone are disproportionately the ones still lagging in adoption.
The leaders
Kerala and Chhattisgarh set the pace
Kerala leads the country by a wide margin, with 91.5% of its rice area under DSR — primarily wet-DSR (70%), with the remainder dry-DSR (30%), concentrated in Palakkad and Malappuram districts. Chhattisgarh follows at 71.6% adoption, representing the largest absolute DSR footprint of any state at over 2.7 million hectares, almost entirely broadcast direct seeding centred on Raipur and Balod districts.
Behind them, several states show meaningful — if partial — reliance on DSR: Odisha (28.0%, spread across Bargarh, Bhadrak, Mayurbhanj and more), the North East region (28.2%), Tamil Nadu (25.5%, combining wet and dry DSR broadcast methods across districts like Tiruchirapalli and Thanjavur), and Puducherry (24.4%, split 80% wet-DSR and 20% dry-DSR).
A further tier clusters in the mid-teens to high-teens: Andhra Pradesh (19.7%, converting dry- to wet-DSR across Guntur, Krishna and Visakhapatnam), Maharashtra (15.7%, split between wet and dry DSR in Raigad and Ratnagiri), Gujarat (15.0%, dry-seeded across Tapi, Dang and Bharuch) and Himachal Pradesh (15.0%, dry-DSR in Mandi and Kangra). Together, these states show DSR has taken root, unevenly, in nearly every part of the country except the Indo-Gangetic rice bowl.
The laggards
India's biggest rice bowls have barely started
The starkest gap sits among India's largest rice producers. West Bengal — with a total rice area of over 5.1 million hectares, among the largest in India — has only 1.0% under DSR (roughly 50,000 hectares), concentrated in Birbhum, Bankura, Purulia and the Midnapore districts. Uttar Pradesh, with a rice area exceeding 5.7 million hectares, sits at just 1.3% (about 72,672 hectares), mainly dry-DSR in Deoria, Chandauli and Sonbhadra. Bihar, at over 3.1 million hectares of rice area, manages only 2.0% (roughly 62,202 hectares) via dry-DSR broadcasting in districts including Darbhanga, Bhagalpur and Munger.
Punjab, often seen as India's agricultural leader, sits at a modest 2.5% (80,381 hectares) split between wet- and dry-DSR in its cotton belt districts — a reminder that even mechanized, well-resourced states have been slow to shift a crop as entrenched as rice. Haryana (4.5%, dry-DSR around Kurukshetra and Karnal), Jammu & Kashmir (5.0%) and Karnataka (5.2%, a 75%-25% wet-dry split around Bellary and Raichur) round out the list of major producers where DSR has barely moved the needle, while Uttarakhand — despite a long tradition of broadcast dry-DSR in Udham Singh Nagar and Haridwar — sits at just 2.0%.
Why the divide exists
Geography, weeds and technology access
The pattern isn't random. States with higher DSR adoption tend to have either strong state-government extension pushes (as in Kerala and Tamil Nadu) or agro-climatic conditions suited to broadcast dry-seeding (as in Chhattisgarh and Odisha). Nationally, the adoption of DSR is often hindered by high weed pressure, nutrient deficiencies, difficulties establishing an optimal crop stand, and consequently lower yields — precisely the barriers concentrated in the low-adoption, high-production states of the Indo-Gangetic plain.
Closing this divide matters disproportionately: because West Bengal, Uttar Pradesh and Bihar together account for a substantial share of India's total rice area, even modest DSR gains there would move the national adoption number far more than further progress in Kerala or Chhattisgarh, which have comparatively less rice area left to convert.

Why the fix looks different in each region
A uniform national DSR push is unlikely to work, because the barrier differs by geography. Chhattisgarh and Odisha's broadcast DSR already runs at scale but remains largely unmechanized and imprecise; what those states need is the mechanized row-seeding and laser land levelling covered elsewhere in this series. Kerala and Tamil Nadu show what sustained state-government extension support can achieve. The Indo-Gangetic laggards — West Bengal, Uttar Pradesh, Bihar — face a different, more fundamental problem: weed pressure and uneven crop establishment severe enough that DSR simply underperforms transplanting without herbicide-tolerant varieties, better seeders, or techniques like soil mulching (vattar DSR) suited to their monsoon timing. Matching the right fix to the right region, rather than promoting DSR as a single undifferentiated technology, is likely the fastest route to narrowing India's state-by-state divide.
Why it matters
The states lagging on DSR today are, not coincidentally, some of India's largest rice producers — meaning the national adoption number will not meaningfully rise until West Bengal, Uttar Pradesh and Bihar move. Closing that gap depends less on convincing farmers DSR works, and more on delivering the weed control, mechanization and water management these specific geographies still lack.
